Aquatic Resources/Wetlands Regulatory Permitting Specialist (Senior-Level)

ECORP Consulting, Inc. is seeking a senior regulatory permitting specialist with direct experience preparing permit processing documentation for the U.S. Army Corps of Engineers, California Department of Fish and Wildlife and Regional Water Quality Control Boards. The position could be based out of any of our Southern California offices (Redlands, Santa Ana, or San Diego). This will be an excellent career opportunity to work as part of an outstanding consulting group for a wide variety of public and private projects primarily in Southern California.

The level of responsibility and performance for this position is that of someone with at least 8 years of relevant experience in the environmental consulting industry, and project/task management experience. We are looking for a professional consultant with a strong working and practical knowledge of survey and reporting standards, compliance regulations, environmental permitting processes, and land use. Existing relationships and/or a good rapport with the regulatory agencies is also desired. A Bachelor’s degree or graduate degree in biological resources, botany, ecology, wildlife, environmental science, or related field is be required.

Responsibilites in this position will include:

  • conducting or overseeing the completion of jurisdictional delineations of aquatic resources
  • building and maintaining relationships with clients while serving as the primary project point of contact for the client as well as agency staff
  • providing project strategy, developing optimal permitting pathways, overseeing preparation of permit applications/regulatory documents, and providing overall environmental compliance support
  • negotiating and coordinating with regulatory agency personnel
  • preparing and reviewing biological resource technical documents, including aquatic resources delineation reports and mitigation plans
  • preparing and managing environmental documentation and regulatory permit applications for a wide variety of local infrastructure and public and private development projects
  • interacting with and maintaining productive working relationships with clients on mid-large size projects (budgeting, billing, scheduling, invoicing)
  • preparing scopes of work, budgets, and project proposals, and participating in proposal interviews
  • actively participating in planning/environmental/natural resource/industry organizations
  • demonstrating confidence in decision-making and being recognized by clients and peers as having expertise in related technical areas
  • mentoring junior staff to expand their understanding of project management/delivery and identifying opportunities for their professional development

Position Requirements

  • Bachelor’s degree in biological resources, soil science, botany, ecology, environmental science or related field
  • 8+ years of experience conducting wetland delineations, preparing regulatory permit applications in compliance with the Clean Water Act Sections 401 and 404 and the California Fish and Game Code, and negotiating/coordinating with resource agencies
  • Demonstrated abilities to work with regulatory processes and agency staff. Must have an understanding of the federal Clean Water Act Sections 404 and 401; Porter Cologne Water Quality Act; CDFW Fish and Game Code 1602; California Endangered Species Act (ESA) 2081; and ESA Sections 7 and 10 processes.
  • Experience with wetland/aquatic resources delineations and knowledge of California biological habitats, species, and general conservation biology/ecology.
  • Strong writing skills, effective communication and ability to collaborate with a diversity of staff.
  • Ability to manage multiple tasks simultaneously and adapt when priorities change.
  • Strong analytical, critical, and creative problem-solving skills
  • Ability to travel long distances to and from job sites (2+ hours from the office) that may require overnight stays
  • Possession of a valid driver’s license

Paleontological Resources Practice Lead/Principal Investigator

ECORP Consulting, Inc. is seeking an experienced paleontologist to lead our growing paleontological resources practice. The position comprises field, reporting, and lab work as a Principal Investigator as well as leading and growing ECORP’s paleontology practice. Responsibilities include, but are not limited to: research, literature reviews, paleontology surveys, sensitivity assessments, excavations, construction monitoring, fossil preparation, and preparation and review of paleontology survey and monitoring reports, PRIMMPs, and paleontology sections of CEQA and NEPA documents. The successful candidate will also prepare scopes of work and budgets and proposals for paleontology projects or paleontology portions of multidisciplinary projects.

Required Professional Qualifications, Experience, and Skills:

  • Advanced degree in geology, earth sciences, or biology with an emphasis on paleontology or evolutionary biology;
  • Must meet the Society of Vertebrate Paleontology guidelines for Principal Investigator;
  • 5 or more years as a Paleontology Principal Investigator in California;
  • Extensive experience with PRPA, CEQA, and NEPA;
  • Extensive experience preparing and reviewing the documents listed in the Position Description;
  • Ability to serve as paleontological monitor, and/or supervise or direct paleontological monitors;
  • Excellent verbal and written communication skills;
  • Ability to work effectively with groups in the field and in the office;
  • Ability to conduct strenuous field work in inclement weather or on steep terrain;
  • Current valid driver’s license.

Desired Professional Qualifications, Experience, and Skills:

  • Qualified Paleontologist on city/county lists in California;
  • Current or previous BLM permits for paleontology studies;
  • Cross-trained in either archaeology or biology a plus;
  • HAZWOPER 40-hour certification a plus.

Senior-level Archaeologist

  • ability to function effectively in a fast-paced team environment but also to work independently;
  • a strong working knowledge of the federal and state regulatory settings;
  • proven ability to senior author cultural resource management reports; and
  • knowledge of the prehistory, history, archaeology, and ethnography of California.

Staff or Senior CEQA/NEPA Planner

ECORP is seeking a highly motivated, dynamic, client-centered professional to fill a role of Staff or Senior CEQA/NEPA Planner. The position could be assigned to either the Redlands or Santa Ana offices. The team member will be responsible for conducting and overseeing impact analysis, report preparation, business development, and research related to CEQA/NEPA documentation and technical studies. Experience with CEQA-Plus compliance and/or Caltrans requirements and resource agency (U.S. Army Corps of Engineers, California Department of Fish and Wildlife, and Regional Water Quality Control Board) permitting is a plus. Job duties include general field surveys for biological resources, sensitive species surveys, jurisdictional waters delineation and permitting, preparation of biological reports, sensitive species permitting, preparation and implementation of mitigation and restoration plans, and preparation of biological resources sections of CEQA and NEPA documents. Mid-level and senior analysts would also have appropriate business development responsibilities for that level. Education requirements include a bachelor’s degree in biology, wildlife management, fisheries, zoology, botany, restoration ecology, or a related field and 0-5 years of experience for an entry-level biologist, 5-7 years of experience for a mid-level biologist, and 7+ years of experience for a senior biologist.
